4 <br />12.6.2 Public Notification of Historic District Commission <br />Meeting <br />The Commission shall cause notice of its meetings to be <br />given in accordance with Section 12.2.6. In cases where <br />the Commission or the Board of Commissioners deem it <br />necessary, a public hearing shall be held concerning any <br />application. <br />12.6.3 The Commission, in deliberating upon an application, <br />shall consider, among other things, the general design, <br />arrangement, texture, material and color of the building <br />or other structure in question and the relation of such <br />factors to similar features of buildings in the <br />immediate vicinity. The Commission shall not consider <br />the interior arrangement, nor shall it make any <br />requirements except for the purpose of preventing <br />developments which are obviously incongruous to the <br />historic character of the District. <br />Standards of Evaluation <br />To provide reasonable standards to assist the Commission <br />in its review of design and to guide and limit the <br />discretion of the Commission, the following shall be <br />considered in reviewing applications for a Certificate <br />of Appropriateness: <br />a) The height of the building in relation to the average <br />height of the nearest adjacent and opposite buildings. <br />b) The setback of the building in relation to the average <br />setback of the nearest adjacent building. <br />c) Exterior construction of a material used predominately <br />in the immediate vicinity. <br />d) Texture of extezior const�juction predominant in the <br />vicinity such as siding, brick joints, and other con- <br />struction details. <br />e) Landscaping by use of ground cover predominant in the <br />.vicinity in addition to the planting of trees of a <br />species predominant in the District along the street <br />on which the building faces, and using substantially <br />similar rhythm and spacing along said street for such <br />planting as that used along adjacent and opposite lots. <br />f) Architectural details predominant in the vicinity such <br />as lintels, cornices, brick bond, and foundation <br />materials. <br />g) Roof shape and proportion in relation to the facade <br />which is predominant in the vicinity. <br />h) Roofing material which is predominant in the vicinity. <br />137 <br />
