ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 16, 1991 <br />SUBJECT: Request by Chapel Hill - <br />Carrboro City Schools to Reallocate <br />Bond Proceeds and Allocate <br />$95,585 in Discretionary Funds <br />DEPARTMENT BUDGET OFFICE <br />ATTACHMENTS) <br />Letter from Dr. House <br />Proposed Capital Project Ordinances <br />Financial Summary of Request <br />I <br />Action Agenda <br />Item No X-11 <br />PUBLIC HEARING YES NO x_ <br />INFORMATION CONTACT <br />BUDGET OFFICE, EXT 2151 <br />TELEPHONE NUMBER <br />Hillsborough 732 -8181 <br />Chapel Hill 968 -4501 <br />Mebane 227 -2031 <br />Durham 688 -7331 <br />PURPOSE: <br />To consider the request by the Chapel Hill - Carrboro City Schools to <br />reallocate bond proceed funds and appropriate $95,585 from <br />discretionary funds. <br />BACKGROUND: <br />The Chapel Hill- Carrboro City Schools received a total of $13,000,000 <br />from bond proceeds which were appropriated for the Seawell, Carrboro, <br />Phillips, CHHS, and Culbreth projects. The System is requesting that <br />a portion of the $13,000,000 be reallocated between these bond <br />funded projects. This request is being made now due to better project <br />costs estimates which the System did not have at the time the CIP <br />request was submitted. The scope of each of the projects has not <br />changed. <br />The School system is also requesting that $95,585 be appropriated from <br />discretionary funds. Discretionary funds are appropriated by the <br />Board of Commissioners to each of the School systems each year as a <br />contingency to pay for emergencies which could.occur during the fiscal <br />year. The Chapel Hill - Carrboro City Schools have a balance of $465,640 <br />in discretionary pay -as- you -go capital funds during 1990 -91. <br />A summary of this request is attached. <br />This request is being made due to unanticipated costs for clean dirt <br />fill to replace unstable soil which was removed from the Carrboro, <br />Frank Porter Graham and Chapel Hill High School sites and for <br />waterline improvements associated with these projects. <br />RECOMMENDATION(S): <br />Approve the attached capital project ordinances. <br />
