By declaring April as Prevent -A- Litter Month, they hope to <br />focus attention on one of the critical problems of over population and will <br />assist the APS in getting the message to as many people in Orange County as <br />possible. <br />BACKGROUND: Humane societies throughout the United States are joining <br />together to celebrate April as "Prevent -A- Litter" (PAL) month. This <br />celebration will include increased efforts on our part to raise the <br />public's awareness of the tragedy of pet overpopulation, to provide <br />information on spaying and neutering pets, and to provide responsible pet <br />ownership information in outreach programs. <br />RECOMMENDATION(S): To proclaim April as "Orange County Prevent -A- Litter <br />Month." <br />
