26 <br />approved by the Planning and Inspections Department but shall. <br />be limited to those listed in the Commissions "Bylaws and <br />Rules of Procedure." All minor improvements applications <br />approved by the Planning and Inspections Department shall be <br />forwarded to the Commission in time for its next scheduled <br />meeting. No application may be denied without the formal <br />action of the Commission. <br />G.S.I6OA -400.9 permits the review and approval of minor <br />improvements by an administrative official. Applications for <br />such improvements cannot be denied, except by the Commission. <br />The Commission is required to adopt detailed standards, as <br />part of its Bylaws and Rules of Procedures, governing the <br />types of improvements which fall into this classification. <br />Section 4.4 LL22lication for Certificate of AlpqrMriateness <br />Applications for a Certificate of Appropriateness shall <br />be obtained from and when completed, filed with the Planning <br />and Inspections Department. Each application shall be <br />accompanied by sketches, drawings, photographs, <br />specifications, descriptions, and other information of <br />sufficient detail to clearly show the proposed exterior <br />alterations, additions, changes or new construction. <br />Applications which are not complete or do not comply with the <br />provisions of this ordinance shall not be accepted by the <br />Planning and Inspections Department but shall be returned to <br />the applicant with a notation of the deficiencies in the <br />application. <br />. The Planning and Inspections Department shall, within 30 <br />days of the receipt of an application, make or cause to be <br />made an investigation and report on whether the exterior <br />portion of buildings, structures, and their appurtenant <br />features within historic districts or on buildings, <br />structures, sites, areas or objects designated as landmarks, <br />are congruous with the historic aspects of the district or <br />landmark. The 30 -day period may be extended with the consent <br />of the applicant. <br />Applications for Certificates of Appropriateness.would <br />be submitted to the Planning & Inspections Department. The <br />provisions related to the preparation of a report and the <br />time frame for submission of the report to the Commission are <br />modeled after those applicable to a rezoning request <br />(Articles 20.3 and 20.4 - Zoning Ordinance). <br />In her 317191 letter, Beth Thomas notes that 30 days may <br />be an extended period of time for staff to review and report <br />on applications for Certificates of Appropriateness. As noted <br />above, the 30 -day provision is modeled after the review <br />
