12 <br />G.S.16QA -400.4 requires that the report be sent to the <br />N.C. Department of Cultural Resources (NCDCR) for review and <br />comment. NCDCR has 30 days within which to comment or the <br />Commission and Board of Commissioners may proceed without the <br />need to consider such comment. Requiring NCDCR comment before <br />final consideration of the designation report insures that <br />the Commission takes into account all information pertinent <br />to the designation. <br />Section 2.5 Review by the_,Pl�anning Board <br />With respect to the initial establishment of a historic <br />district, the designation report and the review comments of <br />the N.C. Department of Cultural Resources shall be referred <br />to the Planning Board for its review and comment. The <br />Commission may also, in its discretion, refer the report and <br />the proposed boundaries to any other interested body for its <br />recommendations. Failure of the Planning Board to provide its <br />comments to the Commission within forty -five (45) calendar <br />days after a request for such comments has been received by <br />the Planning Board shall relieve the Commission of any <br />responsibility for awaiting such comments. <br />Changes in the boundaries of an initial district or <br />proposals for additional districts shall also be submitted to <br />the Planning Board in accordance with the provisions this <br />Section. <br />Review by the Planning Board is not required by the <br />enabling legislation but is required so that both boards will <br />benefit from the exchange of information /ideas. The 45 -day <br />comment period allows the Planning Board to consider the <br />report at two meetings., <br />Section 2.6 Final Consideration of Designation Re ort b <br />Commission <br />Upon receipt of comments from the N.C. Department of <br />Cultural Resources, or the expiration of the 30 -day period <br />specified in Section 2.4, and the Planning Board, the <br />Commission may recommend to the Board of County Commissioners <br />that the historic district be designated. <br />Prior to the meeting of the Commission at which the <br />recommendation will be considered, written notice shall be <br />sent to all affected property owners in accordance with the <br />notification procedures set forth in Section 2.3 above. <br />If the Commission recommends that the historic district <br />be designated, it shall submit a copy of the designation <br />report, the comments of the N.C.
