11 <br />than seven (7) days before the meeting date. Property owners <br />are those whose names and addresses are currently listed in <br />the Orange County tax records. <br />At the meeting, the Commission may accept the <br />designation report, accept it with amendments, reject it or <br />recommend it for further study. No historic district shall <br />be accepted for designation unless it is deemed to be of <br />special significance in terms of its historical, <br />prehistorical, architectural or cultural importance. Such <br />district must also possess integrity of design, setting, <br />workmanship, materials, feeling and /or association. <br />If the report is accepted or accepted with amendments, <br />the Commission shall forward a copy to the N.C. Department of <br />Cultural Resources and the Planning Board in accordance with <br />the provisions of Sections 2.4 and 2.5 below. <br />The purpose of this meeting is for the Commission to <br />receive the designation report as prepared by the Planning & <br />Inspections Department. An opportunity for citizens to <br />comment on the proposed designation is also provided. No <br />action is necessary except to accept the report as presented, <br />accept it with changes, reject it or refer back to the staff <br />for further study. An important consideration by the <br />Commission is whether or not the district is of special <br />significance (G.S.16OA- 400.3). If the report is accepted, the <br />Commission is then required to send a copy to the N.C. <br />Department of Cultural Resources (NCDCR) for review /comment <br />(G.S.IGOA- 400.4). <br />Section 2.4 Review by the N.C. De artment of Cultural <br />Resources <br />The N.C. Department of Cultural Resources, acting <br />through the State Historic Preservation Officer or his or her <br />designee, shall have made an analysis of and recommendations <br />concerning such report and description of proposed <br />boundaries. Failure of the Department to submit its written <br />analysis and recommendations to the Commission within thirty <br />(30) calendar days after a written request for such analysis <br />has been received by the N.C. Department of Cultural <br />Resources shall relieve the Commission and the Board of <br />County Commissioners of any responsibility for awaiting such <br />analysis. <br />Changes in the boundaries of an initial district or <br />proposals for additional districts shall also be submitted to <br />the N.C. Department of Cultural Resources in accordance with <br />the provisions this Section. <br />
