61 <br />Commission, hereafter referred to as the "Commission ", . <br />consisting of seven (7) members. Members shall serve without <br />compensation, but they may be reimbursed for incidental <br />expenses incurred in connection with official duties. <br />To carry out a historic preservation program, the <br />enabling legislation (G.S.160A- 400.7) requires that the Board <br />of Commissioners establish or designate a commission having <br />at least three members. In lieu of establishing a Historic <br />Preservation Commission, the Board of Commissioners may <br />designate the Planning Board to carry out such a program. <br />Section 1.2 Oualifications <br />Each member shall reside within the territorial <br />jurisdiction of Orange County. In addition., a majority of <br />the members of the Commission shall have demonstrated special <br />interest, experience or education in history, architecture, <br />landscape architecture, archaeology or related fields. <br />The enabling legislation requires members to meet <br />certain qualifications (G.S.160A- 400.7). If the Planning <br />Board acts as the Historic Preservation Commission, at least <br />three of its members must meet the qualifications. Members <br />must be residents of the territorial jurisdiction of Orange <br />County as established pursuant to G.S. 153A -320. <br />A question was raised at the hearing as to whether all <br />members of the Commission must meet the qualifications set <br />forth above. It was pointed out by Commissioner Insko that <br />only a majority of the members must have such qualifications. <br />The Board of Commissioners also has latitude in determining <br />what constitutes "demonstrated special.interest, experience <br />or education ". <br />Section 1.3 Tenure <br />Each member of the Commission shall be appointed by the <br />Board of County Commissioners. The tenure of office shall be <br />three (3) years, and appointments shall be made so that one - <br />third (1/3) of the terms expire in February of each calendar <br />year. <br />Members are eligible for reappointment for a second <br />consecutive full term. However, after two (2) consecutive <br />terms, a member shall be ineligible for reappointment for one <br />year after the expiration of the previous terms. In <br />determining eligibility of reappointment, appointments made <br />to fill vacancies for unexpired terms shall not be counted as <br />a term. <br />
