/V <br />6 <br />and added two new projects. Bikeways improvements to Pope Road and <br />Seawell School Road have been included as new projects. Two <br />projects have been deleted from the listing, bikeway widening along <br />Franklin Street and Erwin Road bikeways, between.U.S. 15 -501 and <br />Weaver Dairy Road due to State concerns about additional necessary <br />right -of -way acquisition. <br />In order to receive Federal Urban Mass Transportation <br />Administration (UMTA) funding Chapel Hill must submit its annual <br />transit.element to the Durham- Chapel Hill- Carrboro Transportation <br />Advisory Committee (TAC) for approval. The approval of the Town's <br />annual element by the TAC must precede the submission of any grant <br />applications to UMTA. This transit element is a companion to the <br />thoroughfare priority listing. <br />The annual element includes all transit activities, capital <br />purchases and the operating budget for the 1990 -91 fiscal year, <br />which we expect to be included in the Manager's Recommended Budget. <br />This operating budget reflects a continuation of existing service <br />levels and routes. <br />Negotiations are currently in progress with the Town of Carrboro <br />and the University of North Carolina regarding service levels for <br />the coming year. Although we expect that there will be some <br />modifications to their service for next year these changes should <br />not significantly affect the Chapel'Hill service level or budget. <br />If the program level or funding amount in the final adopted budget <br />is changed significantly, then we would amend this annual planning <br />element accordingly.. <br />UMTA also requires a two year projection of anticipated operating <br />budgets and a three year projection of oapital programming to be <br />included in the TIP. <br />PUBLIC TRANSPORTATION <br />ANNUAL ELEMENT <br />FY 91 -92 <br />The - following annual element of the Transportation Improvement <br />Program shows items included in the Chapel' Hill Transportation <br />budget as preliminarily recommended for FY 91 -92. Elements of the <br />Town's Capital Improvement Program also are included. Local budget <br />figures shown in this document are now under consideration by and <br />are subject to approval by the Chapel Hill Town Council. <br />12 <br />
