11 <br />/3 <br />5 <br />as the third priority for the Urban category and a new project, the <br />widening of Estes Drive, between Carrboro and N.C. 86 has been <br />added as the second Urban category. <br />The widening of Estes Drive is related. to a bicycle improvement <br />project for which the State has already provided funding. In the <br />preliminary design of that bicycle project, which would provide. 4' <br />bikelanes on either side of Estes Drive, it was discovered that <br />existing Estes Drive was only 20' wide. Federal Highway <br />regulations will not allow the expenditure of, bikeways improvement <br />funds along roadways with travel lanes less than 12' wide. The <br />additional roadway widening cannot be accomplished with the limited <br />bikeways funds available. Without the widening of Estes Drive <br />there is a possibility that the bikeways funds could be lost. <br />Safety and bikeways improvements to Homestead Road and Mt. Carmel <br />Church Road have been included as a Secondary funds projects. The <br />Laurel Hill Parkway project has been removed from the Secondary <br />funds listing. <br />The Town's first priority under the Primary funding category <br />remains the Park /Ride facility at U.S. 15 -501 and I -40. Included <br />in the Primary listing is a request for funds to construct a park <br />and ride lot along U.S. 15 -501 at I -40. Park and ride construction <br />is an eligible use of Federal highway funds. This project, if <br />constructed, would lessen peak hour traffic congestion along U.S. <br />15 -501. <br />i.: Y <br />Also included is a listing of bikeways projects proposed for State <br />funding. These projects are consistent with the Bikeways Plan <br />included in the Town Comprehensive Plan Transportation Report and <br />reflect discussions with local bicycling groups. Requests for <br />bikeways improvements along roadways already scheduled for <br />upgrading, listed as incidental projects, are necessary to ensure <br />that additional funds are made available when the road improvements <br />are funded. <br />The State has agreed to fund bikeway improvements along Airport <br />Road, between Estes and Homestead and along Estes Drive between <br />Airport Road and the Carrboro Town limits. The State has also <br />included funding for improvements along Weaver Dairy Road, from <br />Airport Road to Erwin Road and along Estes Drive, from Caswell to <br />N.C. 86. Funds have also been provided to construct a bike path <br />along the Bolin Creek greenway. This bikepath would be part of the <br />proposed greenway, extending from Airport Road to Elizabeth Street <br />along Bolin Creek. <br />The 1991 -92 Bikeways priority listing has reordered the priority <br />ranking of some projects included in the 1990 -91 priority listing <br />
