VOTE: UNANIMOUS <br />B. 1991 -1996 CAPITAL IMPROVEMENTS PLAN <br />County Manager John Link gave an historical perspective of <br />the current policies and explained why the CIP is adopted outside of the <br />budget process. The Board discussed the CIP and made suggestions for <br />improving the plan which will be incorporated in the Plan next year. <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Willhoit to adopt the 1991 -96 Capital Improvements Plan. <br />VOTE: UNANIMOUS <br />C. CRESCENT RIDGE - PRELIMINARY PLAN <br />This property is located in western Chapel Hill Township on <br />the north side of Dairyland Road between Albert Road and Rocky Ridge <br />Road. The tract is zoned Rural Buffer with the southern two - thirds of <br />the property in the University Lake Watershed. The Joint Planning Area <br />Land Use Plan designation is Rural Residential. The total acreage of <br />the tract is 63 acres. Nineteen (19) new lots are proposed to be served <br />by a new public road and by individual wells and septic tanks. <br />Motion was made by Chairman Carey, seconded by Commissioner <br />Insko to approve the Preliminary Plan for Crescent Ridge Subdivision <br />with a public road built to State standards, according to the resolution <br />on pages attached to these minutes including <br />the findings required by Section IV -B -8 -g of the Subdivision <br />Regulations. <br />VOTE: UNANIMOUS <br />D. BRITTANY CREEK - PRELIMINARY PLAN <br />This property is located in the northeast corner of Bingham <br />Township on the south side of Davis Road near the intersection of Orange <br />Grove Road. The Land Use Plan designations are Rural Residential and <br />Agricultural Residential. The total acreage of the tract is 30.65 <br />acres. Nine (9) new residential lots are proposed which range in size <br />from 2 acres to 5.54 acres. All lots will be served by a new public <br />road and by individual wells and septic tanks. <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Willhoit to approve the Preliminary Plan for Brittany Creek <br />with a public road to be constructed to State standards, and subject to <br />the conditions contained in the resolution on pages <br />attached to these minutes. <br />VOTE: UNANIMOUS <br />S. ZONING ORDINANCE TEXT AMENDMENT - GOLF DRIVING AND PRACTICE <br />RANGE <br />This proposed Zoning Ordinance Text Amendment would add a <br />new section addressing Golf Driving and Practice Ranges as Class B <br />Special Uses in the Agricultural Residential and Rural Residential <br />zones. This proposed amendment was presented for public hearing on <br />February 25, 1991. The Planning Board recommended approval on March 18, <br />1991 with the stipulation that lighting not be allowed and the driving <br />range would close at dusk. <br />Motion was made by Commissioner Gordon, seconded by <br />
