3 <br />PROPOSED ORDINANCE AMENDMENT <br />ZONING ORDINANCE <br />REFERENCE: Article 8.8.6 <br />Article 4.3 Permitted Use Table <br />ORIGIN OF AMENDMENT: Staff Planning Board <br />BOCC x Public <br />Other: <br />STAFF PRIORITY RECOMMENDATION: High Middle _x —Low <br />Comment: <br />EXPECTED PUBLIC HEARING DATE: February 25, 1991 <br />PURPOSE OF AMENDMENT: <br />To add a new section addressing Golf Driving and Practice <br />Ranges to the zoning ordinance. Golf Driving and Practice <br />Ranges would be classified as a Class B Special Use in the <br />Agricultural Residential (AR) and Rural Residential (R -1) <br />zones. They would be permitted uses in the Community <br />Commercial (CC -3), General Commercial (GC -4), and Industrial - <br />1 (I -1) zones. <br />IMPACTS /ISSUES: <br />Golf Driving and Practice Ranges are currently considered as <br />Recreational Facilities for profit and are permitted uses in <br />the Community Commercial (CC -3), General Commercial (GC -4) <br />and Industrial -1 (I -1) zones. Mr. John T. Bradshaw has <br />requested that these ranges be permitted in the AR and R -1 <br />residential districts. These ranges may be appropriate in <br />low density residential areas, however, special conditions <br />should be attached which allow for minimum disturbance in <br />residential areas. A 50 foot buffer around the perimeter of <br />the property will provide a necessary screen from adjacent <br />residential properties. The large amount of land required, <br />buffer, and review by the Recreation and Parks Director will <br />adequately provide for traffic, orientation, and screening <br />around the parking. This amendment would specifically set up <br />a Golf Driving and Practice Range as a Class B Special Use <br />Permit and provide specific standards that would apply in <br />Agricultural Residential (AR) and Rural Residential (R -1) <br />zones. <br />EXISTING ORDINANCE PROVISIONS: <br />Article 8.8.6 - RESERVED <br />PROPOSED AMENDMENT: <br />8.8.6 Golf Driving and Practice Range Class B S ecial Use <br />8.8.6.1 Additional Information <br />
