11 <br />removed when the entrance to the subdivision is <br />constructed. The remains of a fence row are at the top <br />of the bank. <br />3. The open area adjacent to the road was recently active <br />farmland. The developer proposes that this area may be <br />used for a horse pasture. <br />4. The developer also proposes to install a three -rail <br />fence along the right -of -way for Dairyland Road and up <br />Crescent Drive to the edge of the woods. <br />5. House locations on lots 1 and 19 will be limited to the <br />building sites shown on the Preliminary Plat. The house <br />on lot 1 will be in the woods approximately 180 feet <br />from Dairyland Road. The house on lot 19 will be in the <br />open field 320 feet from Dairyland. The wooded portion <br />of lot 19 is reserved for the sewage disposal system. <br />Based on the size of lot 1 and the restricted building site, <br />a waiver from the buffer planting requirements is justified <br />on that lot. On lot 19, the embankment and existing <br />vegetation will satisfy part of the buffer requirements. <br />However, due to the alignment of Dairyland Road approaching <br />the southeastern corner of the subdivision, the open field <br />becomes the terminus of the view from the road. Construction <br />of a presumably sizeable residence in the location shown on <br />the plat would have considerable visual impact. The developer <br />has agreed to supplement the proposed fence with appropriate <br />tree plantings. Staff recommends six or seven evergreen <br />trees. <br />
