21 <br />Carolina, not inconsistent with the Constitution of the United <br />States. <br />Section 2. The Board of Commissioners of Orange County may, <br />by ordinance or otherwise, create an agency or commission <br />(hereinafter "agency ") of Orange County to assist in the <br />enforcement of an Orange County Civil Rights or Human Rights <br />Ordinance and to receive, initiate, investigate, seek to <br />conciliate, hold hearings on and pass upon complaints, to mediate <br />alleged violations of the ordinance, to issue orders against <br />persons it finds, after notice and hearing, to have violated the <br />ordinance and to seek court enforcement of its orders. <br />Section 3. Judicial Review of agency orders shall be in <br />accordance with Article 4 of Chapter 150B of the North Carolina <br />General Statutes (The Administrative Procedure Act). Provided, <br />however, that all petitions for judicial review shall be filed in <br />the Superior Court of Orange County. The term "Agency," whenever <br />used in Article 4 of Chapter 150B of the North Carolina General <br />Statutes, shall mean the agency as authorized or created by the <br />Board of Commissioners of Orange County by authority of this Act. <br />Section 4. [Reserved for remedies and procedures for the <br />enforcement by the agency of its orders.] <br />Section 5. [Reserved for remedies and procedures available <br />to a complainant dissatisfied with the agency's final disposition <br />of a complaint filed with the agency.] <br />Section 6.
