4 <br />Commissioner Willhoit to approve the resolution of support for the <br />community colleges that serve Orange County as stated below: <br />WHEREAS, community colleges in North Carolina should continue to <br />provide the adult basic education and literacy training <br />needed to ensure that North Carolina adults gain the skills, <br />beyond reading and writing, which will qualify them to enter <br />technical, vocational, or college transfer programs or <br />succeed in the labor market; and <br />WHEREAS, the community college system should expand its capacity for <br />providing customized skills and supervisory training for <br />businesses; <br />NOW, THEREFORE BE IT RESOLVED, that the Orange County Board of <br />Commissioners, in support of Durham Technical Community <br />College, Alamance Community College and Piedmont Technical <br />Community College endorses their efforts to provide the <br />training resources most appropriate in meeting the needs of <br />our citizens. <br />VOTE: UNANIMOUS <br />B. RESOLUTION IN SUPPORT OF THE STATE'S LAND RECORDS MANAGEMENT <br />PROGRAM <br />Motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Gordon to approve the Resolution in Support of the State's <br />Land Records Management Program as stated below: <br />RESOLUTION IN SUPPORT OF STATE'S LAND RECORDS <br />MANAGEMENT PROGRAM <br />WHEREAS, <br />the State's Land Records Management Program (LRMP) was <br />founded by the General Assembly in 1978, to provide technical <br />assistance and matching grant funds to counties so that they <br />could modernize their land records; and <br />WHEREAS, <br />for thirteen years the LRMP, now located in the State <br />Department of Environment Health & Natural Resources (EHNR) , <br />has provided vital and necessary technical assistance to the <br />counties, including Orange, such as the establishment of <br />standards for maps provided by private vendors; and, <br />WHEREAS, <br />the matching grant funds have provided Orange with an on- <br />going important supplement to its own resources in obtaining <br />new base and digital maps for our citizens; and, <br />WHEREAS, <br />EHNR and the Governor have proposed that this needed program <br />not be included in the State Budget for 1991 -92, thus <br />terminating the program; and, <br />WHEREAS, <br />it is recognized by orange County and the North Carolina <br />Association of County Commissioners that this program is <br />still needed to protect the counties' investments in maps and <br />geographic information systems; <br />THEREFORE BE IT RESOLVED, that the Orange County Board of Commissioners <br />
