�t <br />1 <br />APPROVED 4116191 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />MARCH 20, 1991 <br />The Orange County Board of Commissioners met in regular session <br />on Wednesday, March 20, 1991 at 7:30 p.m. in the Board Room at Lincoln <br />Center, Chapel Hill, North Carolina. <br />BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr., Vice - -Chair <br />Stephen Halkiotis, and Commissioners Alice M. Gordon, Verla C. Insko and <br />Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Manager Albert Kittrell, Deputy Clerk to the Board Kathy Baker, <br />Clerk to the Board Beverly A. Blythe, Personnel Director Elaine Holmes, <br />Purchasing Director Pam Jones, Budget Director Sally Kost, Management <br />Intern Lucy Lewis, Land Records Manager Roscoe Reeve and EMS Director <br />Nick Waters. <br />NOTE: All documents referenced in these minutes are in the permanent <br />agenda file in the Clerk's Office. <br />I. BOARD COMMENTS <br />Commissioner Gordon made reference to a resolution that has <br />received widespread support from different counties in the state and <br />asked that it be placed on an upcoming agenda for Board consideration <br />of approval. The resolution requests the North Carolina General <br />Assembly and the United States Congress to consider constitutional <br />amendments to prohibit federal legislation that mandates local funding <br />of programs or services without providing funding for said programs and <br />services. <br />Commissioner Halkiotis informed and showed the Board members the <br />visitors guide that is being distributed by Durham County. He hopes <br />that, if given the opportunity, orange County can produce one just as <br />attractive and informative. <br />Commissioner Willhoit noted that the issue of mandating programs <br />and services without providing the necessary funding has been a top <br />priority of the NCACC for at least ten (10) years and that the Governor <br />is in support of this position. Commissioner Willhoit stated that he <br />is not sure there is anything else that can be done. He feels it is a <br />political decision which will require a constitutional amendment. He <br />proposed that the County identify those items which the County supports <br />beyond what is required by the State and prepare this information in the <br />form of an invoice to send to the Governor. <br />Chairman Carey asked that both the resolution and the list of <br />
