February 25, 1991 <br />Mr. John Link, County Manager and <br />Members of the Board of County commissioners (Orange County) <br />Post Office Box 8181 <br />Hillsborough, North Carolina 27278 <br />Re: Proposed TRIANGLE YOUTH HOCKEY <br />ASSOCIATION sponsored "Triangle <br />Community Activity Center" <br />Dear Mr. Link and Members of the Board: <br />Since the closing of the Daniel Boone Twin Ice Rinks, the Triangle Youth <br />Hockey Association (a non profit association) has been planning a new <br />activity and athletic complex for use by the youth hockey league, local <br />figure skating groups, the ice hockey teams from The University of North <br />Carolina at Chapel Hill, Duke University and North Carolina State University <br />and for use by social groups and the general public. Plans for the facility <br />include other athletic and community facilities in addition t ! o the ice rink. <br />TYRA is moving forward on a very tight development schedule since we need to <br />have the facility available for activities scheduled for fall,of 1991. <br />The TYHA has received substantial commitments of support for sour development <br />efforts. Property for the facility in an excellent location between <br />Interstate 85 and Interstate 40 south of the Town of Hillsborough has been <br />conditionally proposed for donation or use at no cost. This parcel already <br />has suitable zoning (general commercial; Hillsborough ETJ) and the proposed <br />use conforms to the Town and County plans. The conditions for the property <br />contribution include (but are not limited to): <br />- TYHA must have and maintain tax exempt status. <br />- All programs must be operated as in a "public" facility. <br />- "Significant" public and governmental participation is required. <br />- Public participation should be made on the basis of contributions <br />toward rents or toward construction of facilities, or both. <br />-- Facility would have to be a multipurpose facility and might include <br />the proposed swimming pool for the Orange County Recreation and Parks <br />Department and the proposed Orange County Rural Education Center in <br />addition to the ice rink and improvements proposed by TYHA. (Note: <br />significant energy savings are possible when developing a swimming <br />pool in conjunction with the development of the ice rink due to the <br />use of "waste heat" to warm the swimming pool water.) <br />- The related cost of infrastructure improvements must be borne by the <br />project. <br />- The responsibility for the construction of the, facility and <br />
