o Provide staff support to and participate in <br />professional relationships with various <br />committees., associations, and other <br />departments such as the N.C. Associations of <br />Registers of Deeds, Assessing Officers and Tax <br />Collectors, Property Mappers, Real Property <br />Section of the Bar, County Commissioners; Society <br />of Surveyors; Land Records Advisory Committee; GIS <br />Coordination Planning Task Force; Institute of <br />Government at Chapel Hill; and N. C. Departments <br />of Transportation, Cultural Resources, and <br />Revenue. <br />o Administer the Land Records Management <br />Grant Program. <br />o Administer the proposed N- . C . Property <br />Mappers Certification Program <br />MAJOR ACCOMPLISHMENTS <br />o Nationwide model in the land records modernization <br />movement. Many states, including South Carolina, <br />Georgia, Tennessee, Virginia, and Wisconsin, have <br />followed North Carolina's lead and established <br />similar programs . <br />o Technical Specifications for Base, Cadastral, and <br />'Digital Mapping" in " and enforced. This <br />publication serves as a guide to local governments <br />and their contractors for mapping projects. <br />o Today, with Land Records Management Program <br />assistance, 36 counties have completed their <br />mapping, 43 counties are in the process of <br />completing their .mapping, 38 counties have <br />in -house Geographical Information Systems (GIS), <br />and 5 additional counties are expected to have GIS <br />soon. When the program began in 1977, only 10 <br />counties had accurate, modern; large scale maps <br />and none were involved with GIS. <br />o $4,962,086 has been provided as matching funds to <br />86 counties as a catalyst to undertake land <br />records modernization projects .valued in excess of <br />$40, 000, 000. These projects include base mapping, <br />cadastral mapping (parcel boundaries) , Parcel <br />Identifier Number assignments, and automation of <br />land records projects (GIS, computerized indexing, <br />etc.) . <br />o Minimum statewide standards for uniform indexing <br />and recording 'of land records approved and <br />published in 1990. <br />o North Carolina e 'sters of Deeds Salar Stud and <br />R <br />Recommendations published in 1990. <br />o Satellite Register of Deeds office in Guilford <br />County approved and successfully implemented in <br />1989. <br />
