RESOLUTION <br />REQUESTING LEGISLATIVE AUTHORITY <br />TO <br />ADOPT A HUMAN RIGHTS ORDINANCE <br />FOR <br />ORANGE COUNTY <br />Whereas, it is the policy within Orange County to promote equal <br />treatment of all individuals based on ability and need; to <br />discourage arbitrary discrimination based on religions, age, sex, <br />affectional preference, race, disability, or marital ',status; to <br />help residents find ways to meet and solve problems arising from <br />discrimination by use of public meetings, counseling, ' mediation <br />where appropriate, and the civil and criminal courts as necessary; <br />to continue to protect residents lawful interests and to recognize <br />each persons dignity, so as to make available to the I County the <br />full productive and creative capacities of its citizens; to use <br />such powers it may possess to prevent public and domestic strife, <br />crime and unrest within Orange County; and, to preserve the public <br />health, safety and general welfare; and furthermore, <br />Whereas, it is the policy within Orange County that all <br />individuals, child and adult, female and male, shall have equal <br />rights throughout Orange County and every place subject to its <br />jurisdiction; and <br />Whereas, it is the intention to carry out in Orange'! County the <br />policies provided for in various federal rules, regulations, and <br />laws prohibiting discrimination in housing, employment, places of <br />public accommodation, public transportation, voting and education; <br />and, to address the deprivation of past, present or future free <br />exercise or enjoyment of any right, privilege or immunity secured <br />by the Constitution of North Carolina, not inconsistent with the <br />Constitution of the United States; <br />Now, therefore, be it resolved that the Orange County Board of <br />Commissioners requests the authority, through its (Legislative <br />Delegation, to adopt a Human Rights Ordinance for Orange County. <br />This the 20th day of March 1991. <br />Moses Carey, Jr., Chairman <br />
