11 <br />C. COMMIINITY FIREWORKS DISPLAY <br />Motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis to authorize the County Manager to negotiate an <br />agreement with the University, Chapel Hill and Carrboro regarding a <br />fireworks display on July 4, 1991. This approval is with the condition <br />that other means of providing this event will be explored for future <br />years. The funds will be included in the recommended budget. <br />VOTE: AYES, 4; NOES, 1 (Chairman Carey) <br />There was a consensus of the Board to include this <br />expenditure in the Recreation and Parks budget in future years and <br />budget this event as a county -wide recreation function. <br />D. CONSULTATION SERVICES - OPPORTUNITIES FOR FAMILIES GRANT <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Halkiotis to approve and authorize the Chair to sign a <br />consultation services agreement with the Center for Early Adolescence <br />to assist in developing Opportunities for Families Fund Proposal. <br />VOTE: UNANIMOUS <br />B. ZONING ENFORCEMENT CASES CIVIL PENALTIES <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Willhoit to rescind the demand for payment of civil <br />penalties that was sent to Howard and Rebecca D. Williams of 2711 <br />Buckhorn Road. The violations were corrected by January 8, 1991. <br />VOTE: UNANIMOUS <br />F. 1991 BOARD OF COUNTY COMMISSIONERS' GOALS <br />Motion was made by Commissioner Gordon, seconded by <br />Commissioner Insko to approve the 1991 Board Goals as amended. This <br />document, as amended by the Board, is an attachment to these minutes on <br />pages <br />VOTE: UNANIMOUS <br />G. FEASIBILITY STUDY - N.C. HIGHWAY 54 WIDENING <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Halkiotis to authorize Chairman Carey and Commissioner <br />Gordon to write and forward a letter addressing the issue of N.C. <br />Highway 54 widening and the projects the County wishes to include in the <br />Transportation Improvement Program instead of the feasibility study. <br />VOTE: UNANIMOUS <br />H. 1991 JOINT PLANNING PUBLIC HEARING SCHE ULE <br />Motion was made by Commissioner Gordon, seconded by Chairman <br />Carey to approve the dates of May 2 and October 10 for the Joint <br />Planning public hearings. <br />VOTE: UNANIMOUS <br />XI. APPOINTMENTS <br />Motion was made by Commissioner Gordon, seconded by Commissioner <br />Insko to approve the appointment of Dazzie Lane to the JOCCA Board of <br />Directors as the Carrboro representative. <br />
