I <br />2 • <br />At the January 22 public hearing, 11 citizens from <br />both Orange and Alaman,_e Counties sp�'�k in <br />Opposition to the project. The Chair of the OWASA <br />Board of Directors also expressed concerns about the <br />effect of the proposed project on the quality of <br />Cane Creek and University Lake reservoirs. <br />The Beard Of Commissioners held the public hearing <br />open until comments were received from the Towns Of <br />Chapel mill and Carrboro. During this period, <br />additional written comment from citizens was al <br />received. <br />At its February 11, 1991 meeting, the Carr,boro Beard' <br />of Aldermen considered the proposed project and <br />adopted a resolution opposing the project. The Town <br />of Chapel Hill, through its Planning Director, <br />informed the County staff that the Town would have <br />no comment on the project. Written comments were <br />also received from the gingham Township Advisory <br />Council and 19 citizens. <br />At its February 19, 1991 meeting, the Board of <br />Commissioners closed the public hearing and asked <br />the staff to draft a letter to NCDOT which <br />indicated: <br />1. That Orange County had conducted a public_ <br />hearing to receive comment on the feasibility <br />study; <br />That copies Of comments received at the hearing' <br />were being provided for NCDOT's consideration: - <br />3. That, based on the comments, the Hoard of <br />Commissioners could find no compelling reason <br />for the project and requested that it be <br />removed from the 1991 -97 Transportation <br />Improvement Program (TIP); and <br />4. That needed road improvements be included in <br />the TIP in place of the NC 54 project. <br />A draft letter as well as a list of highway <br />improvement projects has been prepared for the <br />Board's consideration. <br />RECOMMENDATION: The Administration recommends that the'Chair be <br />authorized to sign the letter to the N.C. <br />Department of Transportation, following its <br />approval by the Board and the selection of highway <br />improvement projects for inclusion in the 1991 -97 <br />Transportation Improvement Program. <br />
