EARKARDT CASE SIIMMARy <br />Location: Northwest corner of Old Greensboro Road and Wild- <br />cat Lane <br />Violation: Outside storage of goods including junked automo- <br />biles and parts, wheels and tires, household <br />goods, and trash located in the side and rear <br />yards. <br />status: The Earh'ardts were first contacted by telephone <br />about complaints of neighbors on July 30, 1990. <br />Mr. Earhardt responded in a positive manner, indi- <br />cating that he would clean -up the premises. After <br />no action to rectify the violations could be de- <br />tected, they were sent their first violation no- <br />tice on August 15, 1990. Soon thereafter, another <br />telephone conversation was held with Mr. Earhardt. <br />He gave assurances that the matter would be han- <br />dled soon. A second letter was sent on September <br />20, 1990, after little or no action was taken. <br />Subsequently, a vintage Subaru and a Ford Pinto <br />were removed or stored in the garage on the pre- <br />mises, but other items remained. On December 27, <br />'1990, the Earhardts were sent a third violation <br />letter, thanking them for the progress they had <br />made and indicating that further work had to be <br />done to bring the property into compliance. Again <br />after little or no action was perceived, a fourth <br />letter was sent on January 31, 1991, in which a <br />deadline of February 18, 1991, was given to cor- <br />rect violations and in which civil penalties were <br />explained.
