Smith Reynolds <br />Foundation. This initiative, the opportunities for Families <br />Fund, would provide Orange County with up to $1 million over a <br />three- to five -year period to implement structured reforms and <br />improvements in their comprehensive efforts to help poor and <br />dependent families to achieve economic self- sufficiency. orange <br />County competed for, and won, a planning grant of $20,000 from <br />the Z. Smith Reynolds Foundation to write this larger grant. <br />The Center for Early Adolescence specifically agrees to <br />write the grant by August 1, 1991, for submission to the <br />Foundation. Center staff will meet regularly with the committees <br />established by the county to determine the goals and objectives <br />of the proejct. Center staff will be responsible for organizing <br />these ideas into a document that can be submitted to the <br />Foundation. Center staff will also review existing information <br />from other programs to present ideas to the county planning <br />committees for their consideration. <br />The Center will be responsible for paying any fees to <br />outside consultants who are identified in the grant writing <br />process as having unique skills needed to write this grant. The <br />Center will also cover any travel or incidental costs related to <br />involving family members from poor families in the planning <br />process. During the grant writing process, Center staff will <br />periodically provide the community committees with drafts and <br />outlines of specific portions of the grant as appropriate. The <br />final document will be prepared by Center staff for review and <br />approval by county staff and the citizen committees in ample time <br />for submission to the Foundation by the county on August 1, 1991. <br />Frank A.
