W <br />la . <br />2. is the agreement by the University to have the <br />fireworks displayed at Kenan Stadium conditioned <br />on their selling concessions to defray expenses? <br />Response: That element of the agreement is <br />negotiable. The draft outline, in final form, <br />would reflect any points of negotiation agreed to <br />by all parties. <br />RECOMMENDATION: The Manager recommends that he be authorized to <br />negotiate an agreement with the University, Chapel <br />Hill and Carrboro regarding a fireworks display on <br />July 4, 1991. Funds would be included in recom- mended <br />budget. A draft outline of the agreement is provided <br />as an attachment. The final agreement would be <br />presented to the Board of Commissioners for approval. <br />
