2 <br />The resolution regarding local legislation includes <br />as separate items the authority for an impact tax and <br />authority for broader impact fee authority. The <br />broader impact fee authority would permit the County <br />to require impact fees county -wide for school capital <br />needs. This fee would be collected for all develop- <br />ment within the County whether located within a <br />municipality or without. To some degree the impact <br />tax and impact fee.bills are mutually exclusive. <br />However, both are included to give the County the <br />maximum flexibility in its discussions and efforts <br />with the General Assembly. <br />Finally, the resolution relating to legislation <br />includes a few items which are in the nature of <br />support of statewide legislative initiatives which may <br />be important to Orange County. These may be included <br />or edited from the resolution at the Board's direc- <br />tion. <br />RECOMMENDATION: That the Board approve the resolutions. <br />
