L <br />would have a representative sit on the Board that would oversee the <br />operation of the facility. He asked the Board for an endorsement of the <br />project stating that this would help them get the financing they need <br />from the bank. The intent is to bring to the community and Orange <br />County a world -class type facility. The immediate need is some short - <br />term funding until they receive their bank loan. This was referred to <br />the County Manager for further consideration and a recommendation. <br />CAROLYN LEITH, a member of the Performing Art Lovers of <br />Chapel Hill High School '(PALS), stated that this group works to support <br />the cultural art activities that take place at the High School in the <br />Cultural Arts Building. She asked that the County set aside some <br />capital improvement funds to take care of the maintenance of this <br />facility. These improvements would cost approximately $125,000. She <br />stated that the curtains have never been cleaned and are in disrepair. <br />They need to be replaced. There is a desperate need for a total <br />lighting system for the stage. She feels the building is a County asset <br />that requires proper maintenance to continue to work well. Many non - <br />school community groups use the building at the rate of 1 -1/2 times per <br />month. She asked the Board to support funding for replacement items <br />and maintenance. She stressed that many students and citizens are <br />served by this facility. <br />Motion was made by Commissioner Gordon, seconded by Chairman <br />Carey to close the public hearing. <br />VOTE: UNANIMOUS <br />It was decided that this item would be placed on the next <br />agenda for formal action by the Board. <br />B. SPOTLIGHTING AND HUNTING OR FISHING ON PRIVATE PROPERTY <br />This item was presented to receive written comments. <br />Chairman Carey reported that they have received two letters against <br />these proposed changes from George T. Painter and Phillip L. Pennell <br />and seven letters in favor of the proposed changes from Dietrich von <br />Haugwitz, William G. Barbour, Jean B. Anderson, Zeb V. Terry, Anne <br />Shortliffe, Cynthia Geiger and Stewart G. Barbour and one petition in <br />support of the proposed changes which was signed by 23 people. In <br />addition to these letters received by the Commissioners' office, <br />Chairman Carey indicated he had received letters at his home address, <br />most of which were in favor of the proposed changes. <br />Commissioner Gordon clarified that the proposed local <br />legislation is not specific to what will actually be approved by the <br />Board. The local legislation will give the Board the authority to enact <br />an ordinance to regulate hunting and fishing at the local level. <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Gordon to close the public hearing. <br />VOTE: UNANIMOUS <br />IX.
