2 f <br />engineering consultant to assist their members in taking <br />advantage of the "group permitting" process allowed by the new <br />EPA regulations. The group process allows and encourages the <br />formation of groups of individuals, entities or local <br />governmental units that own or operate similar or "like" <br />facilities, which fall under the EPA stormwater regulations,) <br />to apply for a group permit. Under the group permitting <br />process, ten percent of all the like facilities in the group: <br />undergo an extensive engineering study to determine the <br />chemical composition and the pollutant loading of stormwater'il <br />runoff from the studied facilities. The results of the <br />studies are submitted to the EPA, who will use the information <br />to develop the permitting requirements which will be applied) <br />to all of the like facilities in the group. The costs for the <br />engineering studies, which are expected to range between <br />$25,000 and $35,000 per site, can be evenly split among all of <br />the participants in the permitting process for each like <br />facility. The group permitting process results in significant <br />savings in engineering costs over individual permitting of <br />each site. <br />Nearly every local government unit in the state operates at <br />least one facility which falls under EPA's definition of an <br />industrial facility and is impacted by the new stormwater <br />runoff regulations. Orange County has two facilities which <br />will be affected: Fairview Park, which is a covered over <br />landfill, and the County motor pool facility. The Orange <br />County Board of Education's school bus garage in Hillsborough <br />is also affected. <br />
