to the Town and supported us when there were proposals to eliminate <br />this funding to offset our costs of protecting State property. <br />5. Admissions tax <br />A citizen has suggested an entertainment tax of $1 per ticket for <br />events in large facilities. If authorized by the legislature, a $1 <br />per ticket tax could generate more than $600,000 annually. <br />An admissions tax on a percentage basis might apply more broadly <br />to entertainment and sports events. <br />In addition to supporting the League of Municipalities' position <br />on the need for State -wide enabling legislation, the Council may <br />wish to work toward authorization of an admissions tax through a <br />local bill. <br />6. Proposed hotel /motel tax for orange County visitor Development <br />Authority. <br />The Council may wish to indicate there will be a meeting and <br />discussion with the County Commissioners before the Council takes <br />action on this proposal. <br />We plan to make recommendations to you on March 25th. <br />7. Development impact tax. <br />Orange County, Chapel Hill and Carrboro representatives proposed <br />in 1988 that the governments request a local bill for a development <br />impact tax as an alternative to impact fees possible under a 1985 <br />and 1987 local bills. The impact tax would be easier to administer <br />than impact fees. <br />The orange County Commissioners are considering making a request <br />for authorization to levy this tax in a proposed impact tax <br />district including Chapel Hill, Carrboro and unincorporated areas <br />of the County. <br />Impact taxes would be allocated to the Towns based on developments <br />in the Towns and their respective extraterritorial and Joint <br />Planning transition areas. Hillsborough and Mebane could request <br />to be added to the district area subject to the impact tax. <br />Under the draft prepared for the Commissioners' consideration, the <br />Towns could use impact fee revenue for various capital purposes <br />including roads, drainage and police and fire stations. <br />I recommend the Council discuss this matter with the Board of <br />County Commissioners before taking action. We will provide <br />additional analysis and recommendations at a later date. <br />
