MEMORANDUM TO: Mayor and Council FROM: W. Calvin Horton, Town Manager SUBJECT: Meeting on February 22nd with Legislators DATE: February 21, 1991 Below is background information and a summary of suggested items for discussion with the legislative delegation in the breakfast meeting at 7:30 am Friday at the Carolina Inn Ballroom, Section C. 461"', :iXZU Suggested items for discussion with legislators include: * Need for a permanent, stable revenue source in lieu of State reimbursements for past repeal of some local revenue sources. * Alternatives to the property tax through State -wide authorization of local option payroll, hotel /motel, admissions, real estate transfer and prepared meals taxes as proposed by a legislative study commission. * Requesting a local bill authorizing higher motor vehicle license fees, which are now limited to $5. An increase to $10 would generate about $90,000, which equals revenue from slightly more than 1/2 of one cent of the property tax rate. • Orange County Development Impact Tax. • Need for continued State funding support for Town fire protection of the University and University Hospitals properties. The Town now receives about $300,000, the equivalent of revenue from about 2 cents of the property tax rate. Additional information and topics are discussed below. As a follow - up to the Council's public forum on February 4th and the discussion with legislators, we plan to make recommendations for consideration in the March 25 Council meeting. Information from the NC League of Municipalities regarding likely issues in this year's General Assembly session are attached. KEY ISSUES 1.
