A RESOLUTION REGARDING LEGISLATIVE MATTERS INCLUDING A REQUEST FOR <br />A LOCAL BILL REGARDING MOTOR VEHICLE LICENSE TAXES (91- 3- 4/R -3) <br />BE IT RESOLVED by the Council of the Town of Chapel Hill that the <br />Council hereby requests the Senators and Representatives <br />representing Chapel Hill areas to introduce and to support: <br />1. A local bill authorizing a vehicle license tax of up to $15 per <br />year in the Town of Chapel Hill. <br />BE IT FURTHER RESOLVED that the Council authorizes the Town <br />Attorney to prepare a draft bill regarding the requested motor <br />vehicle license tax authorization for transmittal with this <br />resolution. <br />BE IT FURTHER RESOLVED THAT THE COUNCIL requests the legislative <br />delegation to support: <br />2. The need for a permanent, stable revenue source instead of <br />the present appropriations to reimburse localities for past <br />repeal of some local revenues. <br />3. State -wide enabling legislation authorizing local option <br />revenues including admissions, real estate transfer, occupancy <br />(hotel /motel), prepared meals and payroll taxes as alternatives to <br />the property tax. <br />4. Continuation of State funding to help offset local costs of fire <br />protection services to State facilities including University and <br />University Hospitals properties. <br />5. The need for a revenue source to support the Triangle <br />Transportation Authority. <br />6. State -wide legislation to encourage recycling of beverage <br />containers through deposit and refund requirements. <br />This the 4th day of March, 1991. <br />
