Calvin Horton, Town Manager <br />SUBJECT: Legislative matters <br />DATE: March 4, 1991 <br />Attached for your consideration are resolutions regarding: <br />1. Request for a local bill authorizing a vehicle license tax <br />of up to $15 per year. <br />2. The need for a permanent, stable revenue source instead of <br />the present appropriations to reimburse localities for past <br />repeal of some local revenues. <br />3. State -wide enabling legislation authorizing local option <br />revenues as alternatives to the property tax. <br />4. Support for continuation of State funding to help offset <br />Town costs of fire protection services to University and <br />University Hospitals properties. <br />5. The need for a revenue source to support the Triangle <br />Transportation Authority. <br />6. Support for State -wide legislation to encourage recycling of <br />beverage containers through deposit and refund requirements. <br />7. A request for a local bill authorizing an entertainment tax. <br />Items 1 through 6 are included in resolution R -3. Resolution <br />R -4 incorporates item 7. <br />BACKGROUND <br />In the January 12th retreat meeting, the Council discussed <br />legislative matters for the 1991 General Assembly session. On <br />January 28th, the Council scheduled a public forum on February 4th <br />on potential local bill requests, and the proposed Orange County <br />Visitor Development Authority. <br />The public forum included the potential request for authorization <br />to increase the vehicle license tax up to a maximum of $20 annually <br />from the present $5, and the proposal for an entertainment tax. <br />On February 22, the Council met with Senator Howard N. Lee and <br />Representative Anne Barnes to discuss legislative matters. The <br />deadline for introducing local bills is April 4th. However, making <br />
