6I 4 <br />4) Local Response Team -- A group of individuals from business <br />and government has been recently recruited to welcome and <br />inform prospects who visit Orange County. These members are <br />assembled as needed depending on the prospect's business so <br />that Orange County's interest towards business can be <br />appropriately conveyed. The Target Advisory Group recommends <br />that this group be supported by appropriate representation on <br />the Team. <br />5) Promotional Campaign -- Orange County needs to continue <br />increasing the intensity of its recruitment efforts. Active <br />recruitment efforts should be funded and initiated within the <br />next twelve (12) months. Recruitment efforts could be enhanced <br />if speculative buildings were available to prospective <br />businesses and an enhanced effort were made to make it known <br />that there are existing buildings available for lease and sale. <br />In order for additional new business to be attracted to an <br />Orange County location, at least one area in the County should <br />be pre -zoned to allow appropriate businesses to develop without <br />unnecessary planning approval delays. The Planning approval <br />process should also be streamlined to make the process bearable <br />for business and industry that want to locate or expand here. <br />Conclusion -- The Target Advisory Group feels strongly that: <br />1) work should continue by the EDC and Planning Board to <br />streamline ordinances and make the regulation process more <br />friendly to business, <br />2) development should be encouraged at locations within the <br />County where utilities and zoning currently permit it, <br />3) a re- assessment of land use policies should start to allow <br />utilization of the appropriate locations within the <br />interstate corridors and Highway 54 west of Carrboro, <br />4) Orange County government should immediately concentrate on <br />pre- zoning a parcel of land near the intersection of I -85 <br />and Buckhorn Road within the identified activity node, <br />5) business sites which are immediately available for <br />development in the Hillsborough and Mebane areas should be <br />marketed, <br />6) the intersection of 1 -40 and Old NC 86 could be the western <br />gateway to the Research Triangle; all quadrants of this <br />intersection are appropriate for commercial, retail, and <br />service industry development. <br />With the continuation of current actions and an active interest <br />and approval by the Board of County Commissioners, Orange <br />County can attract businesses that will protect our physical <br />resources and our excellent quality of life, and increase <br />opportunities for citizen employment. This will enhance the <br />non - residential taxbase to allow for more tax revenues and <br />better public services. <br />
