Consequently, the Target Advisory Group <br />recommends that the corridors be used for businesses that <br />generate truck and employee traffic, work two or three shifts, <br />are regional shopping centers, include a major physical plant, <br />or attract many tourists. <br />Locating businesses within or near the town limits of the <br />municipalities makes sense to the Advisory Group since, in many <br />cases, public utilities are available. This is also viewed as <br />positive since the existence of business in the Town limits <br />will increase the taxbase, thereby limiting tax rate increases <br />and limiting increased traffic congestion since employees can <br />then use alternative forms of transportation to get to work. <br />Consequently, the Target Advisory Group recommends that these <br />areas be used for businesses that require public water and <br />sewer, have low truck traffic, may have a night shift, serve as <br />regional headquarters, bed and breakfast inns, hotels, home - <br />based businesses, or do light industrial, local retail, or <br />service work, business nodes identified in the Land Use Plan <br />make sense for business development since analysis of planning <br />issues has already determined that these areas work. They are <br />located to take advantage of transportation routes, adjacent to <br />compatible uses, and located to serve and be served by the <br />surrounding area. Consequently, the Target Advisory Group <br />recommends that these nodes be used for small, local stores and <br />retail centers, light industrial companies, conference and <br />training centers, businesses that serve agriculture, research <br />facilities, businesses that have low truck and limited night <br />traffic, and commuter traffic concentrated at 8:00 AM and 5:00 <br />PM. <br />Desirable business attributes --- Without exception, businesses <br />that should be attracted to Orange County should be: <br />• generally non - polluting, <br />• use little treated water, <br />• do not produce hazardous or large volumes of waste for <br />disposal. <br />• provide fair wages for employment of all Orange County <br />citizens, regardless of race, education, and skill <br />level. <br />This employment can be accomplished through large or small <br />employers, but large employers should be concentrated in the <br />Interstate corridors, the Hillsborough and Mebane areas, and <br />large activity nodes designated in the Land Use Plan. <br />Water and sewer should be extended to businesses located near <br />the municipalities. Efforts should be made to make buildings <br />architecturally attractive and complement the landscape. <br />Commuter and daytime traffic generators should not locate in <br />congested municipalities; multiple shift businesses should be <br />
