EDC TARGET ADVISORY GROUP <br />FINAL REPORT <br />December 13, 1990 <br />(Adopted by EDC Board, 12/13/91) <br />This summary outlines the recommendations of the EDC Target <br />Advisory Group as they complete their consideration of the <br />implementation of the Economic Development Strategic Plan. The <br />mission of the Economic Development Commission is to encourage <br />the expansion of existing businesses, investment in the <br />County's human resources, and the creation of a climate for <br />diversified and environmentally safe businesses to prosper. <br />This focuses on providing jobs for our citizens and increasing <br />the non - residential taxbase, to ultimately produce more tax <br />dollars for the provision of appropriate County services. <br />The Target Advisory Group, as a subcommittee of the Orange <br />County Economic Development Commission has been asked to <br />consider and investigate: <br />1) agricultural incentives and preferred locations, <br />2) review and revision of planning requirements, <br />3) location and types of business for Orange County, <br />4) making a local response team to greet and inform <br />prospects, and <br />5) outlining an aggressive promotional campaign. <br />Their work, and that of four other subcommittees, started in <br />August 1989. The Target Advisory Group has considered and <br />discussed their strategies, and forwards this Final Report for <br />your acceptance and implementation. <br />1) Ag2Zi_2lt2XAl Incentives -- In discussing possible solutions <br />to regulations affecting the farming industry, a group of <br />people who made their living at farming felt that nothing on <br />the County level could be done to make any difference; most <br />policy decisions are made at the State and Federal level. The <br />Target Advisory Group, therefore, does not forward any <br />recommendation for County Commissioner action. <br />2) Review and Revision of Planning a irements -- The Economic <br />Development Commission and the orange County Planning Board <br />have recently completed a major step by approving a Joint <br />Planning Agreement to direct their staffs to work together on <br />the following steps: <br />
