2 <br />III. Selection Criteria For Housing Development Projects <br />A. Types of Projects <br />Projects should address at least one of the following objectives: <br />1. Creation of affordable housing for low- and moderate - income <br />households. Projects with this objective should increase <br />the total stock of housing units available to and affordable <br />by low- and moderate - income individuals and households. <br />Activities might focus on conversion of non - housing <br />structures into housing units or constructing new housing. <br />New construction must involve an approved neighborhood -based <br />non - profit. <br />2. Increasing housing ,_options for low- and moderate- income <br />individuals and households. Activities might focus on <br />conversion of existing single - family dwellings to shared <br />housing, creation of home - ownership opportunities for low - <br />and moderate - income renters, or self-help approaches to <br />allow low- and moderate - income beneficiaries use their own <br />resources to improve their housing situation. <br />B. Selection Criteria <br />(1) Low and ModgratC .Income Benefit. All activities must <br />benefit at least 51% low and moderate income persons. <br />Projects will be evaluated to determine if this minimum <br />standard is met or exceeded. Projects also will be <br />evaluated on the documentation of the methodology used <br />to determine benefit. <br />(2) Dcsign. Projects will be reviewed for an overall design <br />which demonstrates a creative method of providing financing; <br />the number of units that will be created or maintained as a <br />result of the project; method of assuring that units will be <br />available for low and moderate income persons; method in <br />which partners in the project are able to blend their <br />resources; the amount of non -CDBG dollars that are <br />leveraged; and the degree of simplicity that exists that <br />will enable a similar project to be produced. The amount of <br />non -CDBG funds involved, the source and use of such funds, <br />and the strength of the commitment of the other funds will <br />be evaluated. <br />Except for the low and moderate, income benefit criterion and basic <br />program eligibility requirements, no minimum criteria or requirements will be <br />applied to projects. All eligible projects received will be evaluated against <br />each other, and those projects which best meet the identified criteria will be <br />selected for funding. <br />
