MEMORANDUM <br />TO: Board of Commissioners <br />FROM: Beverly <br />DATE: March 1, 1991 <br />RE: PROPOSED LEGISLATION FOR HUNTING <br />Mr. Bill Riley, President of the Occoneechee Hunting Club, <br />recently visited my office. He is in favor of the proposed <br />legislation for spotlighting and for hunters. He feels that <br />everyone should be required to have written permission from the <br />landowner before hunting anywhere in the county. He feels the <br />safety zone should be 200 feet in diameter from a dwelling and 100 <br />feet from a barn or other dwelling not in use. <br />He feels that there should be some legislation prohibiting <br />people from shooting from a roadway. If someone is caught shooting <br />from the right -of -way of any road, they should be prosecuted up to <br />60 days in jail and /or a fine of $500.00. <br />He would like to see buckshot eliminated in the County. His <br />reasons were that (1) the effective range is 40 yards or less, and <br />(2) they impair animals and don't kill them, leaving the animal to <br />die an agonizing death. The bullets go astray and injure and kill <br />more people than any other kind of ammunition. <br />He feels very strongly that the landowner needs to be <br />protected. Right now, and he told me of a couple of cases, the <br />landowner is being abused by people hunting illegally. <br />He is an X -ray technician at Duke Medical Center and works <br />nights. However, he is taking a days vacation on Monday night to <br />attend the public hearing. He knows his club is fully supportive <br />of the local legislation. He has also since the first time we <br />talked communicated with the Caldwell Hunting Club and the <br />President was going to inform his members about the meeting. He <br />felt they would also support such legislation. <br />
