This amount appears adequate for <br />a fireworks display of more than 15 minutes. <br />Other proposed operational and institutional arrangements include: <br />* Ridge Road would be temporarily closed on the evening of the <br />4th between Stadium Drive and Manning Drive to keep traffic <br />away from the fireworks launching area. <br />* Officers would establish a clear area around the Ramshead lot <br />location for launching mortar fireworks. <br />* The local governments would require the fireworks company to <br />provide liability coverage and to include the governments and <br />the University as covered parties. Our research indicates <br />that insurance for fireworks is a special type of coverage <br />available only to licensed fireworks companies. <br />* The governments and University would share in security, <br />traffic and parking control and other operational <br />arrangements. <br />Ponclus'on <br />We believe the cooperative efforts of all concerned will mean safer <br />and more convenient arrangements for a Carrboro - Chapel Hill - <br />Southern Orange County community fireworks display. <br />We hope the local governments and University will be able to <br />continue co- sponsoring July 4th fireworks in subsequent years. <br />Recommendation: That the Council adopt the following resolution <br />authorizing an agreement with Orange County, Carrboro and the <br />University concerning a public fireworks display on July 4, 1991. <br />This resolution would also authorize temporary closing of part of <br />Ridge Road, with the specific times of closing to be determined by <br />the Manager. <br />Attachments: <br />Manager's recommended resolution <br />Correspondence with the University of North Carolina <br />
