Calvin Horton, Town Manager <br />SUBJECT: July 4 Fireworks Displays <br />DATE: February 11, 1991 <br />The attached resolution would authorize the Manager to enter into <br />an agreement with the University of North Carolina, Orange County <br />and the Town of Carrboro regarding a public fireworks celebration <br />next July 4th. <br />Background <br />On October 29, the Council authorized the Manager to work with <br />Carrboro and Orange County representatives to plan a public <br />fireworks display for July 4, 1991. <br />The Town of Carrboro has in the past sponsored fireworks in the <br />field next to the Town Hall on West Main Street. However, another <br />site is needed because of fire safety concerns at the Carrboro Town <br />Hall location and traffic and parking difficulties. <br />Discus <br />The University of North Carolina has agreed to allow use of Kenan <br />Stadium for public attendance, and of the Ramshead parking lot for <br />launching the mortar -type fireworks. <br />The University is providing its facility for this community event <br />with no admission charges. Copies of letters from the Vice <br />Chancellor for Business and Finance and the Director of Athletics <br />are attached. <br />To separate the fireworks from the public for safety reasons, the <br />Fire Department has recommended using the Ramshead lot for the <br />mortar -type fireworks. However, a stationary fireworks display can <br />be properly conducted within Kenan. <br />We would purchase mortar fireworks of a size designed to ignite 300 <br />to 400 feet above ground. This height would provide good <br />visibility for citizens in the Kenan Stadium seating. <br />We propose the budget for fireworks including hiring a company that <br />specializes in fireworks displays be $9,000.
