2 <br />DRAFT Outline of agreement re 7/4/91 fireworks display <br />* Purpose of agreement <br />The parties desire to set forth arrangements for jointly - sponsored <br />Public fireworks displays on the evening of July 4, 1991. <br />* Pyrotechnical firm <br />* The Towns of Carrbore and Chapel Hill and Orange County will <br />select and supervise a licensed pyrotechnical firm to conduct the <br />fireworks display. Each local government will pay one - -third of the <br />fireworks cost, with a maximum share of $3,000. <br />* Facilities <br />University will allow use of Kenan Stadium for public attendance <br />and a stationary fireworks display in Kenan, with mortar fireworks <br />to be set off at a location within the Ramshead Parking Lot. <br />The University will allow public parking in the Bell Tower parking <br />lot. <br />* Liability. <br />Towns and County will jointly hire a pyrotechnic company and will <br />require the company to name the University, County and Towns as <br />additional named insured parties as part of the company's liability <br />coverage for the event. <br />It is understood that the local governments do not have legal <br />authority to make indemnifications. <br />* Safety/ security/ crowd control/ traffic control functions <br />University, Chapel Hill, Carrboro and Orange County will share <br />responsibilities. Details will be worked out among the operating <br />agencies and will include: <br />temporary closing of Ridge Road between Manning Drive and <br />Stadium Drive. <br />establishing a police line to keep the public out of the <br />mortar and stationary fireworks area, and the anticipated <br />fall -out area in Ehringhaus field. <br />establishing a fire protection and safety plan for control of <br />pyrotechnic accidents. <br />an operations /command plan\ <br />* Admission <br />The local governments will not charge admission or parking fees, <br />i <br />
