MIKE FOUST stated he feels the laws should be enforced that are <br />already on the books instead of adding more laws. <br />GEORGE MANOR stated he is a coon hunter. He does not support the <br />proposed local legislation. He does like to spotlight. He feels that <br />solving the problem would be to get Mr. Lester some help for <br />enforcement. He feels the hunters should be protected from the <br />landowners. He has had three dogs shot at by people when animals went <br />onto private property. <br />Commissioner Willhoit indicated that this ordinance would give <br />Mr. Lester some help because it would be enforceable by the Sheriff. <br />Chairman Carey stated that these changes in the law will be a <br />help to the Wildlife Commissioners and the Sheriff because the law will <br />help them to distinguish the hunters who are acting illegally from those <br />who are not. He stated the Board will consider appointing a group to <br />help facilitate and develop other ways to address problems that the <br />ordinance does not address. <br />MARK CHAPMAN, 17 years old, enjoys spotlighting. He wants to be <br />able to continue with this practice. With reference to people having <br />permission to hunt on someone's property, he suggested that the hunting <br />clubs hire someone and train them to help Mr. Lester. <br />KEN WHITLOW, Vice - President of the Eno River Coon Hunting Club, <br />stated that the written permission will hinder club members because four <br />times a year they have night hunts with guests from as far away as <br />Virginia who come here to hunt. <br />BRYAN REESE feels deer hunters are the ones that do illegal <br />poaching. He feels the ordinance would help the Wildlife Officer if <br />spotlighting was restricted to deer hunters and to deer hunting season <br />with it being allowed the remainder of the year at 11:00 p.m. <br />THE PUBLIC HEARING WAS HELD OPEN TO THE NEXT MEETING TO RECEIVE <br />ADDITIONAL WRITTEN COMMENTS. The Board at that time will decide what <br />they will send forward in the form of a recommendation to the Wildlife <br />Commission and the local delegation. <br />IX. REPORTS <br />A. EDC STRATEGIC PLAN RECOMMENDATIONS <br />The Target Advisory Group (TAG) was created with the adoption of <br />the EDC Strategic Plan. Their primary mission was to study and make <br />recommendations on the appropriate types and locations of new businesses <br />for Orange County. Lindsey Efland, Chairman of the TAG, gave a summary <br />of this report which had been unanimously adopted by both the TAG and <br />the EDC. <br />The County Commissioners agreed to refer this report to the joint <br />group made up of EDC and Planning Board members for them to review and <br />
