4 <br />M,E M 0 R A N D U M <br />TO: Marvin Collins, Planning Director <br />FROM: Gene Bell, Planner III <br />RE: TIP SUGGESTIONS FOR COUNTY COMMISSIONERS <br />DATE: February 25, 1991 <br />As you directed last week, I have been giving some <br />thought to the annual TIP process and a strategy the County <br />Commissioners might follow this year. Let me begin by <br />listing some random thoughts /observations on the TIP: <br />1) The TIP hearing schedule is not available yet, but the <br />hearing for District 7 is usually during the first week <br />in May. It was on May 8 last year and May 1 in 1989. <br />2) The Governing Boards of Orange County municipalities will <br />be considering TIP requests as follows: <br />a. Hillsborough - March 11 <br />b. Carrboro - March 12 <br />c. Chapel Hill - March 25 <br />3) TIP requests are viewed more favorably by the State <br />Board of Transportation if they have the endorsement of <br />the Urban Area TAC. The TAC meets on April 24 to <br />consider these requests. The TCC will meet on April 3 to <br />review requests going to the TAC (essentially the same <br />process as our Planning Board reviewing public hearing <br />items going to the County Commissioners) and local <br />requests need to be finalized before that time. <br />4) Traditionally the County Commissioners have adopted a <br />resolution of support for the municipal requests in <br />Orange County to present a united front and increase the <br />chances of requests being viewed favorably at the State <br />level. This has usually been the extent of County <br />participation in that the Commissioners haven't submitted <br />their own list of requests. There is a push to become <br />more active in the TIP process this year, prompted in <br />large part by the perception of Commissioners that there <br />are transportation needs in Orange County more pressing <br />than the proposed widening of NC 54. <br />U <br />• <br />
