Box 25201 <br />Raleigh, North Carolina 27611 -5201 <br />Dear Mr. Ward: <br />3 <br />SUBJECT: Feasibility Study - R -2538, NC 54 from I -40/85 in <br />Burlington to Chapel Hill Bypass, Alamance -- Orange Counties <br />On October 5, 1990, you sent a copy of the above mentioned <br />study to our Planning Director with a request for comments on the <br />project. <br />On January 22, 1991 and February 19, 1991, the Board of <br />Commissioners conducted a public hearing for the purpose of giving <br />interested citizens and municipal jurisdictions the opportunity to <br />comment. At the hearing, comments were received from the Planning <br />Staff and Planning Board. In addition, the Town of Carrboro, the <br />Orange Water & Sewer Authority, the Bingham Township Advisory <br />Council, and approximately 30 citizens from Orange and Alamance <br />Counties spoke or provided written comments about the project. <br />Copies of prepared statements and correspondence as well as copies <br />of the public hearing minutes are provided for your information. <br />Based on the comments received and finding no compelling <br />reason for the project, the Board voted unanimously on March 4, <br />1991 to voice its opposition to the project and request that it be <br />removed from the 1991 -97 Transportation Improvement Program. In <br />lieu of the N.C. 54 project, the Board requests that the following <br />projects be included in the Transportation Improvement Program: <br />[Listing of projects selected by Board of Commissioners] <br />The Board feels that these projects would address more <br />pressing needs in Orange County than the widening of N.C. Highway <br />54.
