He feels <br />the problems being addressed have been caused by development in the <br />County and increased hunting pressure on this area from outside <br />interests as well as less acreage for hunting. He feels that there are <br />some people that do not respect the rights of others and that <br />legislation will not stop them. The legislation would penalize the <br />lawabiding citizen and would be discriminatory. He feels that the laws <br />that are in place are enough. He suggested establishing a commission <br />to study the problem and report back to the Commissioners. He feels <br />these problems can be solved without additional legislation. A lot of <br />people will give verbal permission to hunt on their land but will not <br />give written permission. <br />BEN LLOYD stated he has h <br />year. Her <br />land is posted and the hunters tear these signs down. Posting the land <br />will not give the property owner any added protection. She feels the ordinance should address <br />where in Orange County people can hunt and where they cannot hunt. It <br />is very frightening to have people hunt so close to where people live. <br />HAROLD DORSETT asked about the posting requirements that this <br />ordinance would require of the landowner. Mr. Gledhill indicated they <br />are the same that are now contained in the State law. Dorsett noted he <br />has seen many hunters stop on the road and shoot from the roadway. He <br />feels this is a very serious problem that is not addressed by the <br />proposed ordinance. He doesn't feel that restricting spotlighting will <br />reduce the problem of hunters driving the roads at night to see where <br />the big deer are. <br />SHERIFF LINDY PENDERGRASS stated he feels there should be a <br />situation where if a person doesn't want a hunter on his land, that <br />person should have that right. He would like to see a win -win situation <br />for landowner and hunter. Some of the people who have complained to him <br />are these people's best friends but they are not going to complain to <br />them because they do want to make them mad. A lot of these problems are <br />caused by people coming from outside the County. He does not want to <br />see anyone lose their hunting rights nor does he want to see the <br />landowner taken advantage of. Something does need to be done. <br />
