GOAL - DEVELOP APPROACH TO ACHIEVE OPTIMAL COMMUNICATION <br />AND COORDINATION OF SERVICES AMONG PUBLIC AND <br />PRIVATE HUMAN SERVICES AGENCIES. <br />OBJECTIVE <br />To develop strategic plan for human services. <br />PLAN OF ACTION <br />A. Human Services Management Team (HSMT) assist Human <br />Services Advisory Commission (HSAC) in developing <br />specific objectives for a strategic plan. <br />1. Meet with representatives from the county -wide <br />human service community, including towns, United <br />Way, and other appropriate agencies. <br />April 1991 <br />B. HSAC and HSMT jointly establish budget and select May 1991 <br />consultant for strategic plan. <br />C. Ensure that strategic plan interfaces with ongoing <br />Opportunities for Families Grant and United Way Needs <br />Assessment planning processes. <br />D. HSAC and County management continue discussions with October 1991 <br />United Way, Towns of Chapel Hill and Carrboro to <br />develop common funding request application form for <br />private non - profit agencies. <br />1. Draft new application form before 1992 -93 budget. <br />E. Finalize strategic plan and present to BOCC. <br />GOAL - IMPROVE AND EXPAND LITERACY PROGRAM. <br />OBJECTIVE <br />Develop a family literacy program with the assistance of <br />the Governor's Advisory Council on Literacy and Orange <br />County Literacy Council. <br />PLAN OF ACTION <br />A. County management assist Literacy Council in <br />assessing family literacy needs and identifying <br />existing services. <br />B.
