GOAL - TO DEVELOP A PLAN FOR THE USE AND CONTROL OF OPTIONAL <br />WASTE TREATMENT SYSTEMS WHICH PERMITS APPROPRIATE LAND <br />DEVELOPMENT AND PROTECTS THE ENVIRONMENT. <br />OBJECTIVE 1 <br />To develop and present to the County Board of Health and <br />the County Board of Commissioners, for approval and enactment, <br />a body of County regulations, requirements, guidelines and <br />policies which will insure that utility owners /operators locate, <br />construct, operate, maintain and repair all optional or <br />alternative technology -type waste treatment systems in a manner <br />consistent with state law and with sound utility, engineering <br />and environmental protection practices. <br />PLAN OF ACTION <br />A. Develop a process for removing /replacing operators of <br />troublesome and failing waste treatment systems where <br />system troubles and failures are the fault and <br />responsibility of the operators. <br />1. Develop staff proposals. <br />2. work sessions with utilities, local government <br />boards. <br />3. Staff revision of proposals. <br />4. Presentations to utilities, local government <br />boards. <br />5. Staff revision of proposals. <br />6. Public hearing. <br />B. Develop an impact fee process for the creation of a <br />capital reserve fund to repair or replace failing <br />waste treatment systems.. <br />1. Develop staff proposals. <br />2.
