3 <br />ORANGE COUNTY CITIZENS' ADVISORY COMMITTEE REPORT <br />Independent Opinion Research & Communications, Inc. of Wilmington, <br />North Carolina was hired March 7, 1988 to organize and facilitate a <br />Citizens' Advisory Committee process to advise the Orange County Board <br />Of Commissioners on community priorities in regard to a proposed 5 <br />year Capital Improvements Program. The committee was also requested to <br />advise the County Commissioners on projects to be placed on a bond <br />referenda election for the Fall, 1988 elections. This process was to <br />be completed within three months. <br />IOR &C recommended that the Orange County Board of Commissioners choose <br />a citizens' committee that represented the County population <br />geographically and politically. Thirty -five persons were selected from <br />those who volunteered for service on this committee. A total of six <br />committee meetings were held, beginning on March 28 and ending on <br />May 18, 1988. Minutes of all meetings were distributed to the Board of <br />Commissioners, along with the final consensus recommendations of the <br />Citizens' Advisory Committee. IOR &C staff facilitated all meetings of <br />the Committee, and provided support services to the committee as well. <br />In addition, IOR &C staff met with Orange County Staff 4 times to plan <br />for the Citizens' Advisory Committee meetings. <br />Recap of Citizens' <br />— � _ Advisory Committee Meek <br />March 28, 1988: 7 :00 pm Orange County Library, Hillsborough, NC <br />Commissioners Don Willhoit and Moses Carey presided at this <br />meeting at which parameters for the operation of the committee were <br />discussed by the consultants. The proposed Capital Improvements Plan <br />slide presentation was given by John Link and Albert Kittrell. <br />April 14, 1988: 7 :00 pm American Heart Association Building, Chapel <br />Hill, NC. <br />Commissioners Willhoit and Carey presided at this meeting attended <br />by 22 Committee members and 12 staff. <br />The proposed Parks and Recreation Plan was described by Mary Ann <br />Black. Commissioner Hartwell explained the possible Northern Orange <br />Reservoir project. Superintendent Gerry House presented the Chapel <br />Hill- Carrboro capital improvements project request, followed by Dr. Don <br />Lundsford, who explained the Orange County School request. <br />A brief report on the ongoing Public Opinion Survey was presented <br />by Karen Gottovi, consultant. <br />April 23, 1988: 9:00 am. Orange County Human Services Center, <br />Hillsborough. <br />Twenty one committee members and 12 staff participated in a tour <br />of some of the facilities represented in the proposed Capital <br />Improvements Program. Buildings toured included: The Tax and Records <br />building, Cameron Park School, Orange High School, the 911 Center, <br />Seawell School, and Glenwood School.
