Thirty -five citizens were selected from <br />those who volunteered for service on this committee <br />with emphasis on obtaining a broad cross - section of <br />representation from the entire County. Independent <br />Opinion Research and Communications, Inc. of <br />Wilmington, North Carolina, represented by Consultant <br />Karen Gottovi was hired by the Board of Commissioners <br />to assist the committee through the process of <br />developing capital improvement recommendations to the <br />Board. <br />RECOMMENDATION: The Manager recommends that the Board of Commissioners <br />appoint a Citizens Advisory Committee similar to the <br />one chosen in 1988. The Manager also recommends that <br />this committee be given the following charge: <br />
