families and individuals looking for rental property. There is very <br />little rental property in Hillsborough and very little affordable rental <br />property. She feels the location of this project will allow people to <br />go both east and west and not through downtown Hillsborough. The site <br />plan review has been received from the Town of Hillsborough with some <br />conditions attached. They are ready to proceed with meeting those <br />conditions and getting the zoning they need. She asked that the Board <br />support this proposal. <br />MARY ANN LOREMAN spoke on behalf of OCIM in support of the <br />Whitted Forest project. She feels the available. services for the <br />residents are important to many families and in particular to single <br />head of households. The inadequate housing for lower to middle income <br />groups is an urgent issue in the society today and a problem that <br />belongs to everyone. She stated that when she suffered a back injury <br />that most of her immediate needs could be met except for affordable <br />housing. <br />THERE BEING NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. Tara <br />Fikes will develop a proposal to be brought back to the Board. <br />B. SPOTLIGHTING AND HUNTING OR FISHING ON PRIVATE PROPERTY <br />County Attorney Geoffrey Gledhill gave an overview on these <br />two hunting issues. This public hearing is being held to receive <br />comments on proposed local legislation to change the statutes which <br />would prohibit spotlighting and give the County the authority to enact <br />a local ordinance requiring the hunter or fisherman to have written <br />permission in their possession to hunt or fish on private property that <br />is posted. This will help to make the enforcement of the present law <br />possible. <br />THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS. <br />CARL WALTERS who lives on Highrock Road noted two problems. The <br />first is that the hunters take two months for spotlighting to identify <br />the best sights and second the hunters feel that their State license <br />allows them to hunt any place and sometimes they have very little <br />respect for the property owners' property. He supports this proposed <br />legislation and feels it could prevent some of the hostilities that have <br />taken place in the past. He explained his particular situation. There <br />is a problem with the ten acre lots in that the hunters let their dogs <br />run on his property and then across other property. He asked if they <br />had to have their property posted. Mr. Gledhill stated that regardless <br />of the size of the lot, the land would have to be posted. Mr. Walters <br />continued stating that ninety percent of the time these are hunters from <br />outside the County. One hunter shot nineteen times at a doe out of <br />season from the road right -of -way. He asked if he would be permitted <br />to spotlight on his own property and Mr. Gledhill indicated spotlighting <br />would be prohibited on all property in Orange County. He stressed that <br />most of the problems are created by out -of- county hunters. <br />PHILIP PANNELL is a coon hunter and a landowner in Cedar Grove. <br />
