As indicated on the attached bid <br />tabulation, Trout and Riggs Construction Company, Durham, has submitted <br />the lowest bid under a single prime contract for a total of $276,700. <br />As you may recall, in 1989, the General Assembly enacted legislation <br />allowing local governments to take bids using the single prime contract <br />method as long as they took bids using the multi -prime contract method <br />as well. The single prime contract allows one contractor to bid <br />all parts of the project. In the past the law required bids over <br />$100,000 to be separated and awarded to the lowest bidder in each of <br />the categories of General Contractor, Plumbing, Heating and Electrical. <br />The contract, as always, must be awarded to the lowest responsible <br />bidder. This is the first bid taken by Orange County, since <br />legislation was enacted, in which the lowest bid was a single prime <br />contractor. <br />
