VJ <br />anticipated deficit created a total deficit for the fiscal year of $23,655for the Minority <br />Involvement Project. Planned Parenthood of Orange County made immediate cuts in <br />the overall budget. By delaying retirement benefits to all PPOC staff in January 1991, <br />decreasing secretarial time, and lowering program expenses, they saved <br />approximately $4,000. This leaves a current deficit in the Minority Involvement <br />Project of $18,878. <br />Planned Parenthood of Orange County must make up the deficit to continue the <br />Minority Involvement Program. PPOC has received a challenge gift for $5,000 from <br />an individual donor. To receive this gift, PPOC must raise the additional funds to <br />cover the remaining deficit by March 31, 1991. Plans for raising funds include: <br />individual contributions, requests to area churches and civic groups, special <br />contributions from Board members, and regular fundraising activities. PPOC has <br />already raised $2000 through individual gifts, is applying for a Village Co. Foundation <br />grant, and will send out a fund raising letter co- signed by Carl Fox, Howard Lee, and <br />Frances Hargraves. Janet Colm, Director of PPOC said that raising the remaining <br />funds would be feasible with the challenge gift and a $5000 county contribution. <br />Without county money, PPOC is not likely to be able to raise the needed funds. If not <br />enough money is raised, the Director indicates that the agency would consider <br />agencywide reductions, including scaling back on clinic operations. The agency is <br />strongly committed to the youth and parents in the Minority Involvement Project <br />and will try to complete the project at some level. <br />HSAC RECOMMENDATION: The Human Services Advisory Commission strongly <br />recommends that the County Commissioners grant the midyear request from Planned <br />Parenthood of Orange County for $5,000 for the Minority Involvement Project. Based <br />on our review, the Minority Involvement Project offers an effective prevention <br />program through an important outreach approach to a high risk, underserved <br />population. Thus, this program benefits our whole community. <br />
