COMMUNITY ISSUE 2: COMMUNITY SERVICES <br /> By necessity, discussion of this issue is tied up to a degree in <br /> the pending question of Efland incorporation. The types of services <br /> that residents desire will help determine whether they should <br /> pursue incorporation as a Town. This question, therefore, is the <br /> underpinning of community services in Efland. <br /> Beyond this general question, one community service was far and <br /> away the most discussed. The question of sewer service provision, <br /> and the presence of sewer in part of the community only is also one <br /> which stirs the anger of some Efland residents. This anger stems <br /> from a perceived "reneging or delay tactic" that some citizens feel <br /> has occurred on contracts held by residents in the core and eastern <br /> part of the community who desired sewer service and were not in <br /> Phase I of the County-initiated Efland Sewer Project. <br /> Another issue that was identified as critical to Efland was the <br /> need to alleviate long-distance telephone service within the <br /> community. Citizens agreed this effort would best be tied to a <br /> county effort to pursue such service across the county. <br /> The question of a community center for Efland has long been an <br /> issue that residents have agreed would be a benefit for the <br /> community. The question of what types of activities the center <br /> should accommodate remains an important for the community. A <br /> Community Center Committee of local volunteers is proposed to help <br /> plan for the logistics of this facility. <br /> Finally, substantive discussion throughout the community meetings <br /> centered around the need for local service provision within Ef land. <br /> Currently, there are no day-care facilities, physicians offices, or <br /> health care facilities within Efland. These are all services that <br /> Efland residents must drive to Hillsborough (or further) to <br /> receive. The question of health care is compounded by the fact that <br /> no facilities (beyond a handful of physician's offices) are located <br /> in northern Orange. This leaves Efland residents to drive 20-30 <br /> miles to Chapel Hill, Durham or Burlington for medical services <br /> beyond physician's visits. <br /> The services desired by residents also included private services. <br /> There are currently no retail shopping or dining establishments in <br /> the area, and residents indicated a desire to take actions to <br /> recruit some of these services. <br /> GOAL: ENHANCE AND EXPAND COMMUNITY SERVICES <br /> Ob 'ect 'ves: <br /> 1. Develop and expand the existing public sewer service <br /> currently serving part of Efland to allow all interested <br /> residents the right to acquire public sewer. Examine <br /> 27 <br />
